Social Policy Specialist (NO-3) – Fixed Term

About the role

UNICEF Malawi is seeking a Social Policy Specialist (NO-3) on a fixed‑term basis to provide technical guidance, operational support and coordination across all stages of programming. Reporting to the Chief of Social Policy, the specialist will strengthen the Government of Malawi’s planning, financing, budgeting and expenditure management to improve outcomes for children and vulnerable populations.

Key responsibilities

• Lead public financial management (PFM) and decentralisation initiatives for the social sector.
• Conduct budget analysis and produce evidence‑based assessments of social sector financing, including child‑focused services.
• Enhance transparency, accountability and oversight of public finances at national and sub‑national levels.
• Coordinate high‑level engagement with government counterparts, development partners and contractors.
• Advocate for equitable public investments and support child poverty reduction strategies.

Required profile

• Master’s degree or equivalent in Economics, Public Policy, Social Sciences, International Relations, Political Science or a related field.
• Minimum five years of relevant professional experience, including proven experience in upstream public financial management.
• Strong analytical abilities and experience working in complex, risk‑prone environments.
