Social Policy Specialist – Fixed Term (NO-3) – Lilongwe

About the role

The Social Policy Specialist will provide technical guidance and operational support to strengthen Malawi's public financial management, budgeting and expenditure processes for social sectors. Reporting to the Chief of Social Policy, the role focuses on improving transparency, accountability and the impact of child‑focused services.

Key responsibilities

• Lead public financial management (PFM) and decentralisation initiatives at national and sub‑national levels.
• Conduct budget analysis and produce evidence‑based reports on social sector financing and child poverty.
• Coordinate with government counterparts, development partners and contractors to align programmatic outcomes.
• Support the design and monitoring of public investment strategies that promote equitable outcomes for children and vulnerable populations.
• Provide strategic advice on policy reforms and financial oversight mechanisms.

Required profile

• Master’s degree in Economics, Public Policy, Social Sciences, International Relations, Political Science or a related field.
• Minimum five years of professional experience in public financial management, budget analysis or social sector financing.
• Demonstrated ability to work in complex, risk‑prone environments and engage high‑level stakeholders.
• Strong analytical and report‑writing skills with a focus on evidence‑based policy.
