Senior Railways Specialist – Non-Key Expert

About the role

NTU International A/S is seeking a Senior Non‑Key Expert to provide technical, policy and investment support for railway projects under the Global Gateway Transport and Urban Facility 2 programme. The expert will work on feasibility studies, design reviews and capacity‑building missions across Sub‑Saharan Africa, Latin America, the Caribbean and Asia‑Pacific.

Key responsibilities

• Identify, prepare and implement railway infrastructure and systems projects.
• Conduct feasibility studies, technical assessments, project design reviews and investment analyses.
• Support railway planning, corridor development, operations planning and multimodal integration.
• Advise on rail infrastructure, signalling, interoperability (including ERTMS), traffic management and safety systems.
• Assist procurement, tendering, implementation supervision, and operation & maintenance planning.
• Promote sustainable, low‑carbon and climate‑resilient railway solutions.
• Apply European and international railway standards and good practices.
• Contribute to environmental and social assessments and climate‑resilience considerations.
• Support policy, regulatory and institutional reforms and provide capacity‑building to public authorities and stakeholders.
• Coordinate with infrastructure managers, operators, contractors, IFIs and development partners.

Required profile

• Master’s degree or equivalent in railway engineering, civil engineering, transport engineering or a closely related field.
• Extensive knowledge of the railway sector, including infrastructure, operations and interoperability.
• Proven experience in technical assessments, project design, procurement and capacity‑building in international development contexts.
