Procurement Manager – Malawi Activity

About the role

Under the supervision of the Finance and Administration Manager, the Procurement Manager will lead the procurement function for the Malawi activity, overseeing planning, evaluation, contract preparation and administration for goods and services needed at the project site office. The role works closely with finance and technical managers to ensure procurements align with the approved budget and comply with Abt Global policies and USAID regulations.

Key responsibilities

• Develop and own the forecast and supply plan, creating procurement timelines and strategies.
• Draft, issue and review RFQs, purchase orders and local consultant agreements.
• Facilitate bid evaluation, convene procurement committees and prepare bid matrices and source selection memoranda.
• Maintain a procurement tracker to provide visibility on ongoing and new purchases.
• Ensure compliance with Abt Global policies, USAID rules and Federal Acquisition Regulations.
• Coordinate with finance, IT and vector‑control teams to record equipment in the project inventory.
• Provide guidance and oversight to the procurement and office coordinator and conduct staff orientation on procurement processes.

Required profile

• Bachelor’s degree in business, supply chain or related field (or Master’s with equivalent experience).
• At least five years of professional experience in procurement and logistics of commodities, preferably on USG‑funded programs.
• Knowledge of US Government procurement rules and FAR; UNDP CIPS Level 3 certification is desired.
• Strong analytical and negotiation abilities and proficiency in MS Excel and Word.
