RLO Fund Officer – DREEM Initiative

About the role

The RLO Fund Officer will support World University Service of Canada’s Phase II DREEM initiative by managing the Refugee‑Led Organization (RLO) Opportunity Fund and strengthening the capacity of RLOs to deliver technical assistance to partners across Africa.

Key responsibilities

• Provide financial access to RLOs through the RLO Opportunity Fund.
• Strengthen RLO capacity to deliver technical assistance to partners working with refugee, displaced and host‑community youth.
• Embed RLOs within the functional areas of Phase II to ensure sustainable, locally‑led solutions.
• Act as a network orchestrator, facilitating connections and scaling opportunities for RLOs.
• Train partners and stakeholders on inclusive policies and practices for youth employment and education.
• Monitor and report on the impact of funded activities against programme targets.

Required profile

• Ability to provide expert technical assistance to a broad ecosystem of actors.
• Experience working with refugee‑led or similar community‑based organisations.
• Understanding of youth employment and education challenges in displacement contexts.
• Capacity to operate across multiple geographies and collaborate with diverse partners.
