Third-Party Monitoring Experts for Disaster Response Audits

About the role

Development Expertise Lab is assembling country teams to conduct third‑party monitoring of disaster response programmes across eight Eastern and Southern African nations. The independent experts will verify that emergency funds are used appropriately, reach intended beneficiaries, comply with environmental and social standards, and generate lessons for future responses.

Key responsibilities

• Conduct audits and verification of disaster response activities, including financial, operational and environmental/social compliance.
• Prepare detailed reports on fund utilisation, beneficiary reach, and adherence to World Bank and national standards.
• Engage with government officials, donors, and local communities to gather evidence and ensure transparency.

Required profile

• Master’s degree in a relevant field (e.g., international development, audit, environmental or social sciences).
• Minimum 10 years of experience in audit, finance, environmental/social risk management, or monitoring and evaluation, preferably in humanitarian or disaster contexts.
• Demonstrated experience working in Sub‑Saharan Africa and with senior stakeholders.
