Team Leader – Health Economist for Provider Payment Mechanism (Malawi)

About the role

DAI’s Technical Support Programme for Health (P4H) is seeking a senior consultant to lead the design of a new provider payment mechanism for Service Level Agreements in Malawi. The assignment, based in Lilongwe with short‑term field visits, will run for approximately 5‑7 months starting July 2026.

Key responsibilities

• Lead the development of a blended Provider Payment Mechanism that improves equity and efficiency for women, newborns and children.
• Conduct health service costing, provider payment modelling and fiscal simulations using Excel.
• Perform budget impact analysis and assess financial flow and public‑finance‑management compatibility.
• Facilitate co‑design workshops with senior government officials, CHAI partners and other stakeholders.
• Produce policy‑relevant outputs, including a governance framework, implementation roadmap and rate‑setting guidance.

Required profile

• Advanced degree in health economics, public health, health policy or a related field.
• Proven experience working on health financing or public‑finance‑management projects in low‑income settings.
• Strong interpersonal and diplomacy skills for engaging senior government officials.
• Demonstrated ability to navigate political‑economy dynamics while preserving government ownership.
