Policy & Delivery Expert - Energy Access Programme

About the role

The Policy & Delivery Expert will lead the design, coordination and implementation of strategic energy sector initiatives, strengthening policy development and programme delivery across government, development partners and private sector stakeholders.

Key responsibilities

• Support development and implementation of strategic policy and programme initiatives.
• Contribute to programme planning, implementation frameworks and delivery approaches.
• Facilitate stakeholder engagement and coordination across multiple institutions.
• Produce technical analyses, recommendations and briefing materials.
• Support programme monitoring, reporting and performance management.
• Contribute to institutional strengthening and knowledge‑sharing initiatives.

Required profile

• Minimum 8 years of experience in policy, advisory, reform or delivery roles.
• Experience working with government institutions and development partners.
• Demonstrated policy drafting and implementation experience.
• Advanced degree in Public Policy, Economics, Development Studies, Energy Policy, Law or a related field.
• Strong understanding of policy development and programme implementation.
• Experience supporting strategic planning and delivery processes.
