National Health Spending Efficiency Analyst Consultant

About the role
The consultant will support UNICEF's health programme in Malawi by analysing health spending efficiency and strengthening financial monitoring at national and district levels. The role is home‑based with periodic field visits to three districts.
Key responsibilities
- Prepare an inception report outlining methodology, analytical framework, workplan and data requirements.
- Develop or refine tools and templates for expenditure analysis, budget tracking, cash‑flow forecasting, procurement monitoring and financial performance assessment.
- Strengthen district‑level financial monitoring tools, including Excel or DHIS‑linked systems for expenditure tracking and reporting.
- Conduct a comprehensive analysis of health financing and expenditure trends for the last five fiscal years at national and district levels.
- Assess district planning, budgeting, budget credibility, execution performance, procurement processes and cash‑flow management.
- Identify bottlenecks affecting budget absorption, expenditure efficiency and service delivery.
- Analyse programme‑specific expenditure and efficiency across priority health areas.
Required profile
- Demonstrated experience in health financing, public financial management and expenditure analysis.
- Familiarity with district‑level budgeting and implementation processes.
- Ability to work independently and coordinate with Ministry of Health, Ministry of Finance and district authorities.
Required skills
- Advanced Excel for financial modelling and reporting.
- Experience with DHIS (District Health Information System) or similar health data platforms.
