Health Policy Advocacy & Communications Consultant (Short‑term)

About the role

PATH’s Center for Advocacy & Policy is seeking experienced consultants to provide surge capacity for health‑policy advocacy and communications projects across sub‑Saharan Africa and multilateral forums. Consultants will work on defined, time‑bound assignments to help translate evidence into policy adoption and financing decisions.

Key responsibilities

• Conduct political‑economy analysis, stakeholder mapping and influence strategy for target countries or regional bodies.
• Design and deliver advocacy campaigns, including theory of change, power mapping, messaging, coalition mobilization and moment planning.
• Develop advocacy tools such as policy briefs, positioning papers, technical reports and presentations.
• Perform health‑financing and public‑financial‑management analysis, including budget‑cycle engagement and investment case development.
• Rapidly synthesize evidence, create data visualisations and craft compelling narratives for decision‑makers.
• Engage with ministries of health, finance and regulatory authorities, and support regional bodies (AU, Africa CDC, AMA) and multilateral institutions (WHO, Global Fund, Gavi, Unitaid).
• Produce communications products, including media strategies, op‑eds, press materials and launch packages.
• Facilitate collaborative processes, manage group dynamics and organise high‑level events.

Required profile

• Demonstrated experience in health policy, advocacy or government engagement in low‑ and middle‑income or multilateral settings.
• Fluency in English and strong client‑facing communication and facilitation skills.
• Ability to work independently in dynamic, multicultural and politically sensitive environments.
• Project‑management experience; degree in public policy, public health, economics or related field is desirable.
