Chief Procurement and Assets Disposal Officer

About the role

The Electricity Supply Corporation of Malawi (ESCOM) seeks a senior professional to lead the procurement of goods, works and services and the disposal of assets. The role ensures compliance with public procurement legislation, corporate policies and promotes transparency, efficiency and competition.

Key responsibilities

• Develop, review and implement procurement and asset disposal plans, policies, procedures and standards.
• Interpret procurement regulations and prepare solicitation documents for goods, works and services.
• Coordinate bid opening, evaluation and contract award processes.
• Administer procurement contracts, monitor delivery and ensure compliance with contract terms.
• Prepare reports and minutes for the IPDC, management and the PPDA.
• Liaise with requisition units to define accurate product and service specifications.
• Compile regular procurement progress reports and advise on remedial actions.
• Draft contract addenda and variation orders as needed.

Required profile

• Bachelor’s degree in Procurement, Logistics Management or Supply Chain Management from a recognised university.
• Professional membership with MIPS and/or CIPS preferred.
• Minimum of 5 years relevant experience in procurement or asset disposal.
• High attention to detail, strong interpersonal and communication skills.
• Mentoring, coaching and organisational abilities, with a professional work ethic.
• Resilience, self‑motivation and ability to maintain confidentiality.
