Programme Manager – Democratic Governance & Human Rights

About the role

The EU Delegation to Malawi is seeking a Programme Manager for its Cooperation Section responsible for Democratic Governance, Human Rights and Civil Society. The role is based in the Delegation, reporting to the EU Ambassador, Head of Cooperation and the Team Leader, and involves supporting the design, implementation and appraisal of programmes in these fields.

Key responsibilities

• Contribute to the programming, identification, formulation and appraisal of programmes with beneficiary institutions in Malawi and in collaboration with other donors.
• Provide expertise and assistance to the EU Ambassador, Head of Cooperation and Team Leader on issues related to democratic governance, human rights and civil society.
• Coordinate with the Cooperation Section team of seven staff and the wider team of 23 staff to ensure effective programme delivery.
• Undertake additional tasks as required by the Delegation and adapt to changing priorities.

Required profile

• Relevant academic background (e.g., political science, international relations, development studies) and proven experience in programme management.
• Knowledge of democratic governance, human‑rights and civil‑society issues, preferably in an African context.
• Ability to work in a diplomatic environment and handle occasional atypical working hours.
• Strong analytical, communication and coordination skills.
