National Health Spending Efficiency Analyst – UNICEF (Remote, 4 months)

About the role

The consultant will support UNICEF’s health programme in Malawi by analysing health spending efficiency and strengthening financial monitoring at the district level. Reporting to the Health Specialist and working under the guidance of senior health and social policy leaders, the role combines analytical work with stakeholder engagement across three districts.

Key responsibilities

• Prepare an inception report outlining methodology, analytical framework, workplan and data needs.
• Develop or refine tools and templates for expenditure analysis, budget tracking, cash‑flow forecasting, procurement monitoring and financial performance assessment.
• Strengthen district‑level financial monitoring tools, including Excel or DHIS‑linked systems.
• Conduct a comprehensive analysis of health financing and expenditure trends for the last five fiscal years at national and district levels.
• Assess district budget execution, public financial management processes and identify bottlenecks affecting budget absorption and service delivery.
• Analyse programme‑specific expenditure and efficiency, providing recommendations for improved resource allocation.

Required profile

• Relevant university degree in health economics, public finance, public health or a related field.
• Experience working with ministries of health, finance or similar government entities in low‑resource settings.
• Demonstrated ability to produce high‑quality analytical reports and tools.

Required skills

• Advanced Excel for financial analysis and reporting.
• Familiarity with DHIS (District Health Information System) or similar health data platforms.
