Social Protection Policy Mapping Consultant (Malawi)

About the role

The Government of Malawi seeks a qualified consultant to conduct a comprehensive mapping and analysis of its National Social Protection Policy (NSPP) and related mechanisms. This short‑term assignment (7‑10 days) will support the development of an inclusive, shock‑sensitive social protection system, with particular attention to persons with disabilities.

Key responsibilities

• Map and assess all social protection mechanisms covered by the NSPP, including safety nets, resilient livelihoods, nutrition‑sensitive programmes, shock‑sensitive interventions and social security schemes.
• Analyse coverage, impact, accessibility, adequacy and responsiveness of each mechanism, especially for persons with disabilities.
• Review implementation status, eligibility criteria, funding and payment mechanisms, and the integration of disability inclusion.
• Identify and map key stakeholders across government, development partners, humanitarian actors and civil‑society organisations.
• Benchmark the NSPP and its seven strategic pillars against regional (AU, SADC) and global (ILO, SDGs) frameworks.
• Highlight systemic gaps, propose opportunities for synergy and produce recommendations to improve policy coherence and coordination.
• Deliver a structured policy inventory, mapping matrix, stakeholder map and coherence analysis report.

Required profile

• Advanced degree in public policy, social protection, development studies or a related field.
• Proven experience conducting policy analysis, mapping or evaluations in low‑income country contexts.
• Demonstrated knowledge of social protection systems, disability inclusion and international standards (e.g., ILO Recommendation No. 202, SDGs).
• Strong analytical and report‑writing skills, with ability to synthesize complex information.
• Excellent communication and stakeholder‑engagement abilities.
