Senior Policy Manager, Embedded Labs Program

About the role

IPA’s Embedded Labs program partners with government teams to embed data‑driven decision‑making into public policy. The Senior Policy Manager will guide the next phase of growth, strengthening internal learning systems, expanding external outreach, and ensuring each Lab engagement stays on track.

Key responsibilities

• Provide technical assistance and project management support from Lab design through implementation.
• Lead monitoring, evaluation, and learning (MEL) activities to assess impact and develop best practices.
• Develop and deliver onboarding and training materials for Embedded Labs staff and other IPA teams.
• Produce case studies, toolkits, and evidence reviews; support communication strategy to share outputs.
• Identify business development and fundraising opportunities; coordinate grant reporting and deliverables.
• Organise strategic events such as summits, workshops, technical working groups, and the annual Cross‑Country Learning Exchange.

Required profile

• Master’s degree in economics, development, international relations, public administration, public policy, or a closely related field (or equivalent experience).
• At least 3 years of relevant experience in policy analysis, program management, or development work.
• Demonstrated ability to work collaboratively with government partners and multi‑disciplinary teams.
