Program Manager

About the role

The Program Manager is a senior member of the Operations Department responsible for leading the implementation of the Non‑Negotiables Program Phase 2 (NNP2) across health facilities in Malawi. Reporting to the Operations Director and the Chief Operating Officer, the role provides strategic, technical and operational leadership for infrastructure investments that improve quality, safety, reliability and sustainability of partner hospitals.

Key responsibilities

• Lead planning, execution, monitoring and closure of all NNP2‑funded infrastructure projects, ensuring compliance with timelines, budgets, quality standards and donor requirements.
• Develop annual implementation plans covering large infrastructure projects, quality checklists, capital needs registers, CMMS deployment and facilities inventory management.
• Coordinate multidisciplinary technical teams—including electrical and WASH engineers—to deliver high‑quality project outcomes.
• Oversee risk management, procurement, contractor performance, budget utilization and documentation of drawings, reports and handover records.
• Strengthen infrastructure data systems, implement and promote use of a Computerized Maintenance Management System (CMMS), and support data‑driven decision making.
• Engage with Ministry of Health counterparts, district leadership, facility teams and donors to align infrastructure work with health service delivery priorities.

Required profile

• Senior‑level professional with extensive experience in managing health‑related infrastructure projects.
• Proven ability to lead multidisciplinary teams and coordinate with government and donor partners.
• Strong project management background, including budgeting, scheduling and risk mitigation.
• Experience in developing and implementing maintenance systems and data management tools.
