National Health Spending Efficiency Analysis Consultant (Remote, 4 months)

About the role
The consultant will support UNICEF’s health programme by analysing the efficiency of national and district health spending in Malawi. Working remotely with occasional field visits, the role reports to the Health Specialist and operates under the guidance of senior health and social policy leaders.
Key responsibilities
- Prepare an inception report outlining methodology, analytical framework, workplan and data requirements.
- Develop or refine tools for expenditure analysis, budget tracking, cash‑flow forecasting and procurement monitoring.
- Conduct a comprehensive analysis of health financing and expenditure trends for the past five fiscal years at national and district levels.
- Assess district budget execution, public financial management processes and identify bottlenecks affecting budget absorption and service delivery.
- Analyse programme‑specific expenditures and propose efficiency improvements.
Required profile
- National candidates only, with proven experience in health financing or public financial management.
- Strong analytical skills and ability to work with ministries, district authorities and other stakeholders.
- Familiarity with Malawi’s health system, decentralisation reforms and external financing dynamics.
