About the role
NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme (AESPP Boost). The role will focus on establishing a robust MEL framework for a donor‑funded, multi‑partner initiative that aims to strengthen cooperation in the space sector.
Key responsibilities
- Design and operationalise the MEL framework, including indicators, baselines, data collection protocols and evidence consolidation.
- Conduct regular monitoring, data analysis and impact assessments to inform programme adjustments.
- Facilitate learning activities, knowledge exchange and reporting to stakeholders, including EU bodies and African partners.
- Provide technical guidance on results‑based management and ensure compliance with donor requirements.
- Support the preparation of evaluation reports and policy recommendations.
Required profile
- Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
- Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
- At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
- Excellent command of English; working knowledge of French or Portuguese is an asset.
- Experience with EU‑funded programmes and work in Africa is advantageous.
