Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor

About the role

The NGO seeks a Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor to lead the monitoring and evaluation of education projects, ensure data-driven decision‑making, and support capacity building across provincial, district and school levels.

Key responsibilities

• Lead M&E processes, provide guidance and quality assurance for project monitoring.
• Analyze data, prepare insights and share findings with the Ministry of Education and internal teams.
• Ensure quality of assessment data for provincial and district reflection meetings and troubleshoot issues.
• Collaborate with Ministry counterparts to refine monitoring tools, response mechanisms and reflection systems.
• Pilot new measurement ideas and conduct regular school visits to assess effectiveness.
• Facilitate learning‑focused M&E within the implementation team and coordinate future research projects.
• Summarize findings for donor reporting and stakeholder communication.
• Provide technical support and advice to project coordinators, education advisors and Ministry staff.
• Participate in internal and external working groups and task forces.
• Deliver capacity‑development training on MEAL processes for staff at all levels.

Required profile

• Bachelor’s degree in statistics, demography, education or a related field.
• Master’s degree in a relevant discipline (e.g., social sciences, international development, policy).
• Minimum 3 years of demonstrable experience in MEAL roles, preferably within education sector projects or government‑system strengthening.
• Experience in the international development sector.

Required skills

• Proficiency with MS Excel for quantitative analysis.
• Experience using Kobo Collect, SurveyCTO or ODK for data collection.
• Knowledge of Stata and Power BI or Tableau is a plus.
