National Health Spending Efficiency Analysis Consultant

About the role

UNICEF is seeking a qualified consultant to lead a comprehensive analysis of health spending efficiency in Malawi. The role is home‑based with periodic field visits to three districts and will support the Ministry of Health and other stakeholders in improving financial management of health programmes.

Key responsibilities

• Develop an inception report outlining methodology, analytical framework, workplan and data requirements.
• Create or refine tools for expenditure analysis, budget tracking, cash‑flow forecasting, procurement monitoring and financial performance assessment.
• Strengthen district‑level financial monitoring tools, including Excel‑based or DHIS‑linked systems.
• Conduct a five‑year health financing and expenditure trend analysis at national and district levels.
• Assess budget execution, procurement processes, cash‑flow management and financial reporting in selected districts.
• Identify bottlenecks affecting budget absorption, efficiency and service delivery.
• Provide actionable recommendations to improve equity, sustainability and efficiency of health spending.

Required profile

• Advanced degree in health economics, public finance, public health or a related field.
• Minimum 5 years of experience in health financing analysis, public financial management or similar consultancy work.
• Demonstrated experience working with ministries of health or finance in low‑resource settings.
• Strong analytical and report‑writing skills, with ability to engage multiple stakeholders.

Required skills

• Advanced Excel for data analysis and financial modelling.
• Familiarity with DHIS (District Health Information System) or similar health data platforms.
