About the role
Sightsavers is seeking an experienced consultant to conduct a comprehensive mapping and analysis of Malawi's social protection policies. The assignment will support the implementation of the National Social Protection Policy (2024‑2029) and promote inclusive, disability‑sensitive interventions.
Key responsibilities
- Map and assess the full range of social protection mechanisms covered by the NSPP, including safety nets, resilient livelihoods, nutrition‑sensitive programmes, shock‑sensitive interventions, and social security schemes.
- Analyse coverage, impact, and integration of these mechanisms, with a focus on accessibility, adequacy, and responsiveness for persons with disabilities.
- Review implementation status, eligibility criteria, funding and payment mechanisms, and the extent of disability inclusion.
- Identify and document key stakeholders, their roles, and coordination arrangements across government, development partners, humanitarian actors, and civil society, especially organisations of persons with disabilities (OPDs).
- Benchmark the NSPP and its seven strategic pillars against regional frameworks (e.g., African Union, SADC) and global standards (e.g., ILO Recommendation No. 202, SDGs).
- Evaluate inclusivity of current programmes for persons with disabilities, women, and other marginalized groups.
- Highlight systemic gaps and propose opportunities for synergy and collaboration.
- Produce deliverables including a comprehensive policy inventory, a policy‑mapping matrix, and an institutional‑stakeholder map.
Required profile
- Proven experience in social protection policy analysis and mapping, preferably in Malawi or comparable low‑income contexts.
- Demonstrated knowledge of disability inclusion and gender‑responsive approaches within social protection systems.
- Strong analytical skills and ability to synthesize policy documents, data, and stakeholder inputs.
- Excellent written communication skills in English.
