Programme Specialist, Monitoring & Evaluation (M&E)

About the role

The Programme Specialist, Monitoring & Evaluation (M&E) will provide technical guidance for results planning, monitoring, reporting and evaluation of UNFPA programmes in Malawi. Reporting to the Head of Office, the specialist will ensure that results‑based management principles are embedded across projects and that evaluation processes meet UNFPA quality standards.

Key responsibilities

• Lead the development of theories of change and high‑quality M&E frameworks for programmes and projects.
• Oversee monitoring, tracking of results against targets and produce annual results plans and reports.
• Promote the use of results information for programme adaptation and decision‑making.
• Develop and implement a costed evaluation plan, managing all evaluation activities in line with UNFPA policies.
• Provide technical guidance to country and regional teams on RBM principles and standards.
• Maintain knowledge‑management practices and foster a culture of results orientation.

Required profile

• Proven experience in monitoring and evaluation within a development or humanitarian context.
• Familiarity with results‑based management, theories of change and evaluation methodologies.
• Ability to lead technical guidance, coordinate evaluation processes and ensure compliance with UNFPA evaluation policy.
• Strong analytical and reporting skills, with experience preparing results‑focused documents.
