Programme Officer – Investment Facilitation and Infrastructure

About the role

The EU Delegation to Malawi seeks a Programme Officer for its Partnerships Section, focusing on investment facilitation and infrastructure projects in secondary education, transport, and occasionally energy and digital sectors.

Key responsibilities

• Contribute to programming, identification, formulation and appraisal of programmes with beneficiary institutions and development partners.
• Prepare proposals, monitor implementation of infrastructure initiatives and organise evaluations.
• Collaborate with government, multilateral organisations, civil society and the private sector to integrate EU partnership priorities.
• Manage procurement processes, calls for proposals/tenders and oversee technical and financial aspects of contracts.
• Monitor project performance, ensure contractual compliance and support sector analysis and reporting.

Required profile

• University degree in Economics, Finance, Engineering or a related field.
• Minimum 5 years of experience in project management, investment development or infrastructure, preferably in Malawi or similar contexts.
• Excellent oral and written English communication skills.
• Medical fitness and legal right to work locally.

Required skills

• Proficiency with Microsoft Word.
• Proficiency with Microsoft Excel.
