National Consultant – GESI Manual for Climate Action (Malawi)

About the role

UN Women, in partnership with the Ministry of Gender, Children, Disability and Social Welfare, seeks a national consultant to develop a Gender Equality and Social Inclusion (GESI) Manual that will guide the integration of gender‑responsive approaches into Malawi’s climate action and NDC 3.0 processes.

Key responsibilities

• Conduct a comprehensive review of existing gender and climate policies, frameworks, and data sources in Malawi.
• Engage with government agencies, civil society, and vulnerable groups to gather inputs and validate findings.
• Draft a practical GESI Manual, including guidelines, tools, templates, and monitoring indicators aligned with the UNFCCC Gender Action Plan, SDGs 5 and 13, and national strategies.
• Provide recommendations for gender‑responsive climate budgeting, data disaggregation, and institutional coordination.
• Present draft outputs to UN Women and ministry stakeholders and incorporate feedback.

Required profile

• Malawian national with proven experience in gender equality, social inclusion, and climate change policy.
• Demonstrated ability to develop policy manuals or guidance documents.
• Familiarity with Malawi’s climate frameworks (NDC, NAP, Climate Change Management Policy) and gender action plans.
• Strong analytical, writing, and stakeholder‑engagement skills.
