Biometric and Identity Management Specialist

About the role

This project supports the development of a complete and accurate understanding of the current frontend and backend infrastructure and core systems underpinning the National Registration and Identification System (NRIS), including National ID and Civil Registration and Vital Statistics components. The assignment will conduct a detailed “As Is” assessment covering system architecture, data flows, operational processes, integrations and supporting infrastructure.

Key responsibilities

• Conduct a comprehensive “As Is” assessment of the NRIS frontend and backend infrastructure, including system architecture, data flows, integrations, and supporting infrastructure.
• Lead the review and analysis of biometric enrolment, verification, and ABIS platforms to evaluate performance, matching algorithms, and identity lifecycle processes.

Required profile

• Malawian citizen or legally resident.
• Minimum of 7 years’ experience in biometric enrolment, verification systems, and ABIS platforms.
• Strong familiarity with identity lifecycle processes, matching algorithms and biometric performance considerations.
• Experience with secure credential technologies such as PKI, chip personalization and card management systems.
• Previous involvement in national ID, civil registration or biometric verification programmes.
