WASH Technical Advisor – Operations & Maintenance

About the role

The WASH Technical Advisor, Operations & Maintenance, will turn Splash’s global O&M strategy into locally owned operating models that ensure reliable daily school water, sanitation and hygiene services. Working across Ethiopia, Zambia and Malawi, the advisor will set up maintenance, financing, workforce, supply‑chain and accountability systems before hand‑over to local partners.

Key responsibilities

• Implement Splash’s sustainable O&M strategy within country work plans and align with national priorities.
• Translate the global strategy into actionable plans, tools, decision gates and guidance for pilot, delivery and exit phases.
• Support country teams in establishing maintenance financing, workforce structures and supply‑chain processes.
• Coordinate with governments, utilities, maintenance providers and school staff to ensure daily reliability of WASH services.
• Capture lessons learned and feed them back into the global strategy for future city roll‑outs.

Required profile

• Manager‑level professional comfortable navigating systems‑level work with governments and utilities, service‑level work with providers, and school‑level operational challenges.
• Proven experience in international development or nonprofit settings focused on WASH or related sectors.
• Strong analytical and planning abilities, with a track record of translating strategy into concrete actions.
• Excellent communication skills for cross‑cultural collaboration.
