Procurement and Assets Disposal Manager

About the role

The Procurement and Assets Disposal Manager is responsible for planning, coordinating and managing ESCOM’s procurement and asset disposal activities in line with public procurement legislation and corporate policies. The role ensures transparency, efficiency and value for money while leading a team of procurement professionals.

Key responsibilities

• Develop and implement a procurement and asset disposal strategy aligned with ESCOM’s mission and legal framework.
• Coordinate procurement planning across licensees and directorates, producing a consolidated procurement plan and monitoring its implementation.
• Ensure all procurement activities comply with public procurement regulations and manage the procurement team’s performance.
• Provide guidance and support to licensees in preparing terms of reference, specifications, and evaluating tenders.
• Lead contract negotiations with suppliers in collaboration with legal and user directorates, and act as secretariat for procurement and disposal committees.

Required profile

• Master’s degree in Procurement, Logistics Management or Supply Chain Management from a recognised university.
• Professional membership with MIPS and/or CIPS preferred.
• Minimum 7 years of relevant experience, including at least 3 years in a managerial role and 3 years handling strategic procurement for large or complex organisations.
• Strong conflict management, decision‑making, interpersonal and mentoring skills, with high professionalism and confidentiality.
