Monitoring, Evaluation & Learning (MEL) Expert – Energy Access

About the role

We are looking for a Monitoring, Evaluation & Learning (MEL) Expert to design and implement performance monitoring, reporting and learning systems for our strategic energy sector programmes in Malawi. The role will strengthen results measurement, generate actionable insights and support data‑driven decision‑making.

Key responsibilities

• Develop and implement MEL frameworks aligned with programme objectives.
• Design, maintain and update performance tracking and reporting tools.
• Lead data collection, cleaning, analysis and regular performance reviews.
• Produce monitoring reports, learning products and analytical outputs for stakeholders.
• Generate evidence to inform programme improvement and strategic decisions.
• Contribute to knowledge‑management and learning activities across the team.
• Support capacity‑building initiatives on monitoring and performance management.

Required profile

• Minimum 8 years of MEL experience in large government or donor‑funded programmes.
• Proven experience designing and managing national monitoring systems.
• Master’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies or a related field.
• Strong analytical, critical‑thinking and written communication skills.
• Attention to detail and ability to synthesize complex information.

Required skills

• Proficiency in SPSS, STATA, R, Power BI and GIS.
• Understanding of results‑based management and performance measurement frameworks.
