Construction Specialist – Health & WASH Projects

About the role

UNICEF is seeking a Construction Specialist to lead the planning, procurement, implementation, supervision and quality assurance of health and WASH infrastructure projects in Lilongwe, Malawi. The role will ensure that all construction investments meet international quality standards and support UNICEF’s China‑funded initiative to reduce maternal and neonatal mortality.

Key responsibilities

• Develop and maintain construction work plans, consolidate infrastructure requirements and provide technical advice in line with UNICEF standards.
• Review architectural and engineering drawings, bills of quantities and technical specifications to ensure compliance with quality, accessibility, environmental and eco‑efficiency standards.
• Support procurement processes, prepare tender documents, evaluate technical proposals and assist in establishing long‑term arrangements for engineering and construction services.
• Monitor construction activities through field visits, verify compliance with standards, health and safety requirements, budgets and schedules, and manage contractor reporting, payments and hand‑over procedures.

Required profile

• Proven experience in construction project management for health or WASH facilities.
• Strong technical coordination skills and ability to work with multiple UNICEF programme sections.
• Experience in procurement and contract management for construction and engineering services.
• Ability to supervise construction works, ensure quality assurance and manage compliance with international standards.
