Assistant Registrar – Estates & Facilities

About the role

The University of Malawi is seeking an Assistant Registrar for Estates and Facilities to provide strategic leadership in the development, maintenance and management of the university’s physical assets. The role involves overseeing policy implementation, advising line managers and ensuring quality control of infrastructure projects.

Key responsibilities

• Develop and maintain estates policies, plans, strategies and procedures, ensuring alignment with university objectives and regulatory requirements.
• Provide advisory services on estates development and maintenance to line managers, supporting decision‑making and project planning.
• Manage tenancy and leasehold matters, including lease negotiations, renewals and compliance monitoring.
• Oversee outsourced estates‑related services, monitor performance, and ensure contractual obligations are met.
• Monitor and evaluate infrastructure development projects, assess and certify completed works, and report progress to senior management.
• Prepare product specifications, terms of reference, bills of quantities and budget estimates for construction and maintenance works.
• Maintain relationships with external stakeholders such as contractors, consultants and government agencies, and initiate aesthetic improvements to existing facilities.

Required profile

• Master’s degree in Quantity Surveying, Structural Engineering, Architecture or a related field.
• Minimum five years’ experience in a senior officer role within the relevant discipline.
• Membership of a recognised professional body.
