National Consultant – Mid‑Term Review of UNFPA Malawi 9th Country Programme

About the role

UNFPA Malawi is seeking a National Consultant to lead the Mid‑Term Review (MTR) of its 9th Country Programme (2024‑2028). The consultant will assess the programme’s relevance, efficiency, effectiveness and sustainability at its midpoint and propose adjustments to align with the new UNFPA Global Strategic Plan (2026‑2029) and evolving resource constraints.

Key responsibilities

• Conduct a comprehensive analysis of the 9th Country Programme, including the Theory of Change and Results and Resources Framework.
• Engage with government, UN partners and civil‑society stakeholders to gather evidence and perspectives.
• Produce a detailed MTR report with actionable recommendations for the remaining programme cycle.
• Ensure alignment of programme priorities with the UNFPA Global Strategic Plan and Malawi’s national development frameworks.
• Identify resource gaps and propose realistic targets under constrained financing.

Required profile

• Demonstrated experience in development programme evaluation, preferably within UN or international donor contexts.
• Strong analytical and report‑writing skills.
• Commitment to UNFPA’s values of ethical conduct, transparency and results‑oriented management.
• Ability to work independently and coordinate multi‑stakeholder consultations.
