Programme Manager – Democratic Governance & Human Rights

About the role

The European Union Delegation in Malawi is seeking a Programme Manager for its Cooperation Section responsible for Democratic Governance, Human Rights and Civil Society. Reporting to the EU Ambassador, the Head of Cooperation and the Team Leader, you will support the design, implementation and monitoring of programmes that promote good governance, rule of law and an active civil society.

Key responsibilities

• Contribute to the programming, identification, formulation and appraisal of programmes in cooperation with beneficiary institutions in Malawi and with other donors.
• Provide expertise and assistance to the Cooperation Section team of seven staff, coordinating with the wider Section of 23 employees.
• Support the EU Ambassador and senior officials in policy dialogue, stakeholder engagement and reporting.
• Manage occasional atypical working hours and adapt tasks to the evolving needs of the Delegation.

Required profile

• Relevant academic background in political science, international relations, law or a related field.
• Experience working in development cooperation, governance or human‑rights programmes.
• Ability to work in a multicultural diplomatic environment and to travel within Malawi as required.

Required skills

• Strong analytical and programme‑design capabilities.
• Excellent written and oral communication in English.
