Programme Manager – Democratic Governance & Human Rights

About the role

The EU Delegation to Malawi is seeking a Programme Manager for its Cooperation Section responsible for Democratic Governance, Human Rights and Civil Society. Reporting to the EU Ambassador, the Head of Cooperation and the Team Leader, the incumbent will provide expertise and assistance to design, implement and monitor programmes that support democratic institutions and civil society actors in Malawi.

Key responsibilities

• Contribute to the programming, identification, formulation and appraisal of programmes in cooperation with beneficiary institutions and other donors.
• Prepare project documents, budgets, work plans and monitoring reports.
• Provide day‑to‑day support and technical advice to implementing partners.
• Coordinate with the EU Delegation’s internal units and external stakeholders to ensure alignment with EU policy objectives.
• Undertake additional tasks as required by the Delegation, including occasional atypical working hours.

Required profile

• Proven experience in programme management within the fields of democratic governance, human rights or civil society.
• Ability to work under the supervision of senior EU officials and within a multidisciplinary team.
• Strong analytical and reporting skills.
• Flexibility to adapt to changing priorities and occasional irregular working hours.
